Blowing leaves, grass and lawn debris into the road and / or ditches is not only a violation of Highway Law, it creates a storm water drainage problem.  Leaves, grass and lawn debris significantly contribute to clogging storm water drainage systems.  This can cause flooding and, subsequently, property damage.  It also adds to the cost of maintaining highways and drainage systems.
