The Town of Horseheads opens at 8 am. The application process takes approximately 20 minutes. We ask you to arrive by 3:30 pm to obtain a marriage license. Both people must be present to obtain the marriage license, with a birth certificate and proper photo identification. If either person was previously married, they must submit divorce paperwork or a death certificate. The divorce decree must show the filing date/time stamp of the County in which your divorce was filed.
The marriage ceremony may not take place within 24 hours from the time that the license is issued. The marriage license is only valid for 60 days, beginning the day after it is issued. Both applicants must be 18 years of age or older. The certificate is only valid within New York State excluding New York City.
